Can I call it is when I call it because I'm impatient
I’m impatient too and call when wet. Then even though my hair is pretty straight, I feel like I cut a corner, a milestone imposter! So I call it when wet but then I don’t *really* call it and feel like it’s there until dry. Just a couple months of needless self doubt lol and then I remind myself that it actually doesn’t even matter.
Dry, clean and natural
I call it at all of these states, taking into consideration which state it's in.
I consider it "fully there" when it's there dry and wavy. My hair's not all that wavy anymore but I still lose an inch or two to shrinkage anyway.
For example, I'll announce to whatever milestone group I'm in (right now it's the APL to MBL group) "I reached X while wet and stretched!" which will be a month or two before I get there dry and wavy.
Just trying to get by
I tend to call it officially when it's obvious while dry and natural. My hair is mostly straight anyways. It loses an inch or two to poof but it's pretty close to the same length soaking wet and totally dry. Since it's pretty close though I feel a little anxious about calling "early", like I'm some sort of long hair imposter. This is usually worse if the milestone comes with a new length thread.

I wear my hair dry and straight every day using indirect heat. So, dry and straight.
My natural hair is pretty straight, but the ends often flip up pretty dramatically. I pull the ends straight when I measure, but just brush it as straight as I can get it for calling milestones.
dry and straight (or styled) cause that's how I wear my hair most often!
